Among other things, the costs associated with IP null-routing have
been reduced (Section 3(e) of the ToS).
In the Terms of Service exists a provision for Service Violation Fees.
To date we have not levied a fee under that provision. However, over
the past couple of months we have seen a very sharp increase in the
number of abuse incidents we've needed to handle. Particularly those
related to copyright violations.
Starting next month we will begin assessing fees for handling excessive
numbers of abuse complaints. The motivation is to encourage our
customers to remove those recurring problem customers from their
servers.
We do understand that abuse issues crop up from time to time;
especially for those that are reselling services. We have no desire
to assess administrative fees on accounts which generally maintain
an acceptable level of complaints.
To that end, before deciding to assess a fee we will consider the
number of servers on the account as well as the number of complaints
received during the previous 30 days.
