Currently China Unicom is having very bad peering issues in San Jose. This happens to be where Cogent peers with them. We've temporarily re-routed through HE until the peering issue is resolved.
Once the China Unicom peering issue is resolved we'll return to normal routing.

Right now the China Unicom packet loss is so severe (90%) at the peering point in San Jose that we are not routing any traffic through Cogent at the moment.
I expect that we'll switch back to Cogent later today for the normal routed IPs.
